ITIN Mortgage Loans: Buying a Florida Home With an ITIN
An ITIN, or Individual Taxpayer Identification Number, is a nine-digit number the IRS issues for federal tax purposes to people who are not eligible for a Social Security number [1]. Whether it works for a mortgage depends on the program: FHA requires a valid Social Security number from each borrower [3], while Fannie Mae's guide accepts either an SSN or an ITIN but still requires the borrower to be legally present [2][4]. Borrowers who do not fit an agency program may look at non-agency loans, whose terms are set by individual lenders.
What is an ITIN, and who gets one?
The IRS describes an ITIN as a nine-digit number issued when you need a U.S. taxpayer identification number for federal tax purposes but are not eligible for a Social Security number. It is issued for federal tax purposes only [1].
You need one if you have a federal tax purpose and are not eligible for an SSN. The IRS says that includes resident aliens, nonresident aliens, and their spouses or dependents, regardless of immigration status [1].
The IRS also states what an ITIN does not do: it does not provide or change immigration status, does not authorize work in the U.S., and does not qualify you for Social Security benefits [1].
Can I get an FHA loan with an ITIN?
Generally no. HUD's FHA handbook says each borrower must provide evidence of a valid Social Security number, with limited exceptions for people employed by the World Bank, a foreign embassy or certain similar employers [3].
FHA also lists the non-citizens who are eligible for FHA-insured financing: lawful permanent residents and citizens of the Federated States of Micronesia, the Republic of the Marshall Islands and the Republic of Palau [3]. Non-permanent residents are no longer eligible for FHA case numbers assigned on or after May 25, 2025 [6]. So an ITIN alone does not open the FHA door.
Do conventional agency loans accept an ITIN?
Fannie Mae's Selling Guide, revised September 3, 2025, says it requires that each borrower have a valid Social Security number or ITIN [2]. So an ITIN is not automatically disqualifying for a Fannie Mae-eligible loan.
But section B2-2-02 adds that Fannie Mae purchases mortgages for non-U.S. citizens who are lawful permanent or non-permanent residents, and that the lender warrants the borrower is legally present [4]. Because an ITIN says nothing about immigration status [1], the lender still has to establish lawful presence separately.

What is a non-agency ITIN loan?
A non-agency ITIN loan is one a lender or investor offers under its own rules rather than an agency guide. Terms vary by lender, and no primary source sets common down payment, credit or rate figures, so we do not publish any.
These loans are still covered by the federal ability-to-repay rule, which requires a reasonable, good-faith determination that you can repay, considering income or assets, employment status, debts and credit history [5]. The rule applies to consumer credit secured by a dwelling; credit extended primarily for a business, commercial or agricultural purpose is outside Regulation Z under 12 CFR 1026.3(a) [7].
